Frequently Asked Questions (FAQ) What is the purpose of NCTDP? The purpose of NCTDP is to rapidly identify innovative solutions to NATO’s most pressing technological challenges. NCTDP’s immediate focus is to address shortfalls and capability gaps that significantly impact our ability to meet Defense Against Terrorism (DAT) goals and objectives – specifically, our ability to conduct DAT missions and programs. In addition, NCTDP will provide a facility to understand, articulate, and address NATO Nations’ DAT and broader technology requirements. NCTDP supports the collection and further refinement of NATO Nations’ requirements, while “matching” these requirements with emerging and innovative technological partners and solutions.
NCTDP is uniquely positioned to collect, disseminate and match critical technology shortfalls with potential solutions coming from new and non-traditional partners. In addition, as an effort under the supervision of the Assistant Secretary-General of Defence Investment, NCTDP can leverage existing armament relationships – both within and outside of the NATO community – in order to remain linked to NATO Nations along with existing and future industry partners.
NCTDP serves a unique function within NATO by connecting NATO Nations with previously unidentified and unknown industries and/or small technology firms that have something technologically relevant to offer in the area of counter-terrorism. All the benefits of NCTDP will be fully developed and explored as the process matures. The intent of this effort is to demonstrate and highlight a potentially new approach to addressing technology gaps or shortfalls. Prior to NCTDP start up, similar technology issues or capability gaps might not have been completely addressed because an activity with such a specific focus or agility simply did not exist. In addition, NCTDP activities can facilitate possible armaments cooperation among nations. This can be achieved in many ways, particularly through the holding of exhibitions or demonstrations on issues such as force protection and related issues addressed within NCTDP activities.
NATO NCTDP clearly cannot decide on a specific technological capability for NATO Nations. Additionally, NCTDP will not conduct procurement or related functions currently being executed by the nations or other NATO bodies. NCTDP will provide full transparency in its activities ensuring that NATO Nations achieve results when addressing their most pressing DAT technology gaps and operational needs.
NCTDP will not merely advertise procurements requirements to industry. In fact, NCTDP will not conduct procurement activities on behalf of NATO Nations since mechanisms for such activities already exist within the nations, and elsewhere within the NATO community. Instead, NCTDP will collect, disseminate and support the refinement of national technology needs, while facilitating access to new technology firms and emerging prototypical capabilities that exist but remain to be discovered.
